STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. I still see a lot of questions on here about prophesy of pendor and what to do in the early game... so I made a guide on what to do in the first 60 - 70 days to set yourself up for success.

The suttering tweak is probably the biggest relief.
