How are we "losing"?

There are no imperial settlements in the game at all, and yet somehow we are technically losing the war against the "northern empire." I have captured their leader a number of times, and he instantly escapes afterward and the score decreases. Help?

Here you can see that they are somehow not losing

Somehow they are \"raiding\" without actually doing anything on the map (unless they are not in the area of the northern empire?)

Here you can see that they do not exist.
