I hate Horse Archers

Why did I decide to sign up with the northern empire as a Merc whilst they were fighting the Khuzaits? I've never fought them before and the one time I don't go with a decent horse rider because I want to fight on foot, this happens. Why do horse archers sometimes start the battle with their sidearms and only change to bows after getting close to the enemy?

This is so annoying... Sometimes horse archers start the battle with their sidearms in hands only to charge to bows after riding closer to the enemy. It wastes time and had they had their bows ready from the start they may had loosened a few more.
