STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Party speed

I just started a new vlandian sandbox run.

Usually I'm battania.

I feel my party speed is to slow and am chasing bandits all the time.

I got a lot of pack horses and verb working in trading to raise funds also fighting as mercenary.

What are all the steps for maximum party speed optimizing as vlandian?

I have war sails expansion Also listing some good companions wound be useful.
