Checklist for starting your own empire?

I'm in the last phase of winning fighting for the Rhodoks as a woman. As soon as I'm done with that I'm going to try and do a PT where I do the same but start my own faction. What are the basic things needed to even start? I'm personally thinking 100+ army, high persuasion, at least 20+ relationship with counts and such to get them to join my cause. Is that all that is needed?
