Will this town never rebel?

Trying to take my first town on a playthrough and I'm killing their food intake and loyalty.

Problem is they aren't building any militia, at all.

16 loyalty, 278 garrison and 0 militia and 0 militia is spawning. Does that mean this town will never rebel? If so why the hell is no militia spawning?
