STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Cool idea for a game mechanic that involves bandits

I wish there was a way to like fund bandits like I could give them a lot of money and they would go cause problems for my enemies like real people in history did that just give like a couple thousand maybe a couple hundred thousand to some bandits and then they would go in like Mass to like my enemies lands like it would be cool well I could just bribe them to leave my villages alone like there's a lot you could do with this idea like you could give them money to go and migrate their forces to like a certain factions lands where they would attack villagers maybe even if you give them enough they would actively raid some villages
