STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. how many khuzait lords must I behead?

honest question. how many Khuzait lords must I permanently remove from the map in order to to stop their aggressive advance west. note: I dont want to kill most Khuzait lords because I dont want to make the map feel empty. Also just want to stop the advance west and north...... and south.....
