STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. What do you think the strongest perks in the game are?

in terms of overall impact for me I’d say it’s between leadership 250(extra clan party one) and medicine 275. one gives you between 2-300 extra troops and the other makes your parties troops significantly stronger. honorable mention to charm 200 for making starting your own kingdom playable, and trade 300 for obvious reasons.
