Person-tracking is completely broken all of the sudden??

it seems the tracking system in the leger has just stopped working recently on ps5, im trying to find someone and it keeps bouncing back and fourth between absurdly distant points in morthern kuzaitmlands amd western empire. as soon as i getmclosento one location it just changes "last seen" to the other. then changes back again, and again and again. i dont recall it ever being this bad before the update to how the leger works

how exactly are you supposed to find people now? is there some new trick or is the game just broken again?
