STUCK AT BEGINING OF WARSAILS

I escorted the merchants and fought off two ships in a sea battle . I'm on the Scourge of the Seas quest. It tells me to talk to Gunnar via a golden exclamation point. I go to talk to him and he says thst he is waiting on new." What do I do now? It seems as though there are no obvious prompts and the quest still exists. I need help specifically with advancing this quest...I can't believe I am stuck this early in the game. If anyone has any advice, I'm really desperate. Person-tracking is completely broken all of the sudden??

it seems the tracking system in the leger has just stopped working recently on ps5, im trying to find someone and it keeps bouncing back and fourth between absurdly distant points in morthern kuzaitmlands amd western empire. as soon as i getmclosento one location it just changes "last seen" to the other. then changes back again, and again and again. i dont recall it ever being this bad before the update to how the leger works

how exactly are you supposed to find people now? is there some new trick or is the game just broken again?
