i can't sue for peace while actively dying

im in 2 front war, all my vassals are captured, i have one castle left after vlandia cane with the 2000 men army and took my city , and i cant make peace even i i want to pay tribute. Power Draw vs. Weapon Master

What's is more profitable? Of course I take Power Draw to at least four points, so I can use War Bow, but does it worth taking it to eight points for the Masterwork War Bow? Or will the common War Bow and maxed out Weapon Master yield more damage?
