How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Is there some missing mechanic or is it just impossible?
