How do I get the other clans in the kingdom to pass a policy they don't want to?

Is there a way to get other clans to change their vote or abstain? Ive been trying to get forgiveness of debt for what seems like forever, and no matter what I try, only me and Caladog ever vote for it. Siege formation issue

I like to manually set up 2-3 infantry Ps and 2 ranged Ps. From time to time I get an issue where one of the infantry party have mixed troops, even though I picked melee only. The number slider would have 100 available but the top right corner shows 150 (extra 50 range troops in which I can’t move them for some reason) also it would take away the captain. When that happens I just force retreat, lose the ram and try again.
