Monchug was feeling generous today.

I'm playing with some mods that heavily restrict recruitment, so my army is almost entirely bandits and mercenaries. On land, Monchug's army would destroy mine, but this isn't a land battle and he gifted me several amazing prizes. Can’t upgrade empire troops into cavalry?

I have a plethora of normal mounts and war horses but when I go to upgrade my infantry it doesn’t even give me the option to upgrade them to cavalry.. what am I doing wrong? Please help
