[AWOIAF] "We take what is ours" quest

Sooo I randomly went over to the Arbor, checked out the tavern and talked to that one guy in the corner. After completing the dialogue I learned I had to talk to Dagmer Cleftjaw.

He was in the same tavern at the same time, so I provoked him and he told me to meet him outside the city walls, and I have not seen a party to oppose me yet. Where are they? Is this bugged?
