Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. Anybody seen this city bug? Zero Tax, Completion Never

I was awarded Myzea during a war, but now managing the city doesn't change any values no matter what. I have tried different governors and different construction queues, but they always say completion time "Never". Construction is zero because loyalty is low and nothing I do can improve loyalty.

Any fix for this or am I just screwed on this settlement.
