How to recruit a surgeon when there is none left.

Hi folks. I have a question and I would be grateful if you give me some tips. I have recruited two surgeons but both of'em have died. Now there is none left in the encyclopedia. Considering my surgeons were the most key elements in my party I need a new one. Should they start to appear over time or my game is stuck now or anything else.
