Taking lords prisoner?

Have not played since war sails first released. What’s up with taking lords prisoner now? Before when you’d defeat a party it aways gave you the option, now it seems like half the time they just slip away somehow. Foot movement speed question

How do looter out run me if i have more athletic (80 ish) and only 4.3 pound of gear on me. (that's even when they are not fleeing) Since 1.5.10 I find foot combat to be agonizing any tips ?
