What is fast mode?

[HELP] ACOK 3.1 Crashing/ Seems to be an event causing it

It just started crashing and seems to be related to a diplomacy event or something. I've included a screenshot and also the rgl log. Happens at this moment every time.

If anyone can help, I'd appreciate it.
