What is fast mode?

Where the hell is the module file of a mod downloaded from steam workshop?

So I got Diplomacy from the steam workshop but I now want to edit the module with TweakMB and I can't find it anywhere. I only have the mod folders for the mods I downloaded from internet myself :( Any help?
