Mods with only one Kingdom

I know the whole point of MnB is the chaos and politics of different kingdoms, BUT i was wondering if there are any mods with only one major kingdom or just 2 for a rebellion type playthrough. [PoP] No Chancellor Bug

Okay so I started a new kingdom as a female character, however when i moved my capital to a town i was never given the option to have a chancellor, as such I moved my capital (again) hoping that would fix it

It did not

any idea how to fix a no chancellor bug so i can change my nation's culture?
